Howard Regional Health System cares about our community as much as we care about our patients.  Howard Regional is a not-for-profit hospital owned by the community for the benefit of the community. It is a regional acute care hospital system comprised of two hospitals on three campuses.  Accredited by the Joint Commission, Howard Regional earns consistently high patient satisfaction ratings. The System provides a broad range of acute care and ancillary services. Our West Campus Specialty Hospital and the rehabilitation services rounds out our continuum of care.

Acute care services include, but are not limited to, cardiology, behavioral health, emergency services, endocrinology, gastroenterology, general surgery, intensive care, neurology, obstetrics, medical and radiation oncology, ophthalmology, orthopedics, otolaryngology, pediatrics, podiatry, plastic surgery, rehabilitation, rheumatology, urology and vascular surgery. The System also provides various other services and facilities including ambulatory care, physical and respiratory therapy and women's imaging, diagnostic and wellness services among others. There is an onsite sport center that provides personal trainers for participants.

Howard Regional's clinical pastoral education program is an active member of all multi-disciplinary teams. For example, student chaplains participate in team meetings of Behavioral Health Services. The Oncology Center located at our Main Campus hospital provides a comprehensive cancer program. It has recently earned a three-year reaccreditation with commendation from the American College of Surgeons Commission on Cancer (CoC), a consortium of professional organizations dedicated to improving survival and quality of life for cancer patients.  Howard Regional's is the only cancer program in Howard County to receive the accreditation.  According to the CoC, only one in four cancer programs nationally achieve this accreditation, which is given only to those facilities that have voluntarily committed to providing the best in diagnosis and treatment of cancers. Fairmont Rehabilitation Center, which is bordered by our hospital campus, is the other major placement for CPE students in the summer and resident CPE programs.  It is a geriatric and rehabilitation facility.

The Clinical Pastoral Education (CPE) program with its 35 years of history is also designed to support the student chaplains' learning through establishing and maintaining professional relationships with worship communities, seminaries and other agencies.  Our Professional Consultation Committee (PCC) is made of a variety of professionals that represent the medicine, ethics, administration, chaplaincy and the parish.

At Howard Regional, we offer three types of programs:

  1. Clinical Pastoral Education (CPE) Residency for Ministers and Seminarians
  2. Extended Clinical Pastoral Education (CPE) for Ministers and Laypersons
  3. Summer Clinical Pastoral Education (CPE) for Seminarians and Laypersons

Nine-Month CPE Residency for Ministers and Seminarians

  • August 30, 2010-May 31, 2011
  • Full time. On-call shifts required
  • $18,200 Stipend plus benefits
  • One meal provided per day
  • Three units of CPE
  • Tuition of $200.00 each unit
  • Application Fee, non refundable-$35.00
  • Rolling Admission
  • Requirement: Graduate Theological Degree or equivalent, minimum one CPE unit is preferred

Extended CPE for Ministers and Laypersons

  • October 11, 2010-April 30, 2011
  • 8:00 a.m.-2:00 p.m. Mondays-includes a 45-minute lunch (meal ticket is provided)
  • Weekly overnight on-site on call shift
  • One meal provided for each call shift
  • Tuition Fee-$500.00
  • Application fee, non-refundable-$35.00

Program Objectives & Methods

Clinical Pastoral Education (CPE) is a creative movement that prepares persons who engage in theological education for ministry. It has its roots in the efforts of pioneers such as Richard Cabot, a physician, Helen Flanders Dunbar, the first Medical Director of the Council for the Clinical Training of Theological Students in New York City, Anton Boisen, a minister. They sought to bring the theological students into supervised encounters with persons in crisis. Cabot's well known article, "A Plea for a Clinical Year in the Course of Theological Study," published in 1925, laid the foundation for Clinical Pastoral Education. Cabot emphasized learning from failure, "for success, though it increases the confidence which we all need for our next job, does not stimulate growth so much, and growth, I take it, is the only absolute need of a human soul" (Richard Cabot and Russell Dicks, The Art of Ministering to the Sick, p.15).

Howard Regional's CPE Students learn about the human condition, their spiritual needs, and the care of souls through a holistic approach in ministry. Hence, the concept of learning from the "Living Human Documents" is central in our CPE program. It is an experienced- based, process-oriented, person-centered theological education. CPE at Howard offers you the opportunity to learn and discover some of the following:

  • Discovering ways to care for one's own soul and others
  • Cultivate listening skills: spiritual assessment, support and crisis intervention
  • Develop sensitivity and knowledge in ethics, psychology and cultural issues in patient-centered ministry
  • Advocate for the well being of staff and communities
  • Develop cultural competence in inter-ethnic and inter-cultural relationships
  • Nurture and sustain ministry relationships with inter-disciplinary teams
  • Deepen the ability to reflect theologically and in self-introspection
  • Bridge and nurture hospitality in encountering differences in religions, cultures and theological perspectives
  • Identify specific goals in ministry formation with references to personal strengths and weaknesses
  • Demonstrate competence in ministry through its practice

Background of the Director of Spiritual Services and ACPE Supervisor , Rev. Yoke Lye Lim Kwong

Yoke Lye is the first female American Malaysian Canadian Chinese certified ACPE supervisor in North America. She has written numerous articles and conducted workshops that stimulate awareness and confidence in exploring intercultural, interethnic spiritual care and supervision to promote wholeness, justice, compassion and inclusion in a pivotal time of change. She is one of the contributors of the book, Women Out of Order: Risking Change and Creating Care in a Multicultural World. Eds. Jeanne Stevenson-Moessner & Teresa Snorton. (MN: Augsburg Press, 2009). She will present a pre-conference workshop for the Association of American Pastoral Counselors (AAPC) in its 2010 Annual Conference. The theme of the conference is Embodying Justice: Pastoral Care and Counseling in an Intercultural World.

CPE Application Procedure
Each applicant must submit:

  • The standard ACPE application, available online at www. ACPE.edu
  • A screening/selection interview with the CPE Supervisor and members of the Professional Consultation Committee
  • $ 35 application fee, non-refundable
  • A consented background check by HRHS Human Resources prior the interview
  • A payment of $ 50 acceptance fee to be credited towards tuition fee
